Water Well Construction
Effective August 15, 2005, the Broward County Health Department (BCHD) was delegated the Well Permitting Program by the South Florida Water Management District (SFWMD). The Environmental Engineering Section (EES) of the Broward County Health Department has been issuing construction permits for wells and conducting onsite inspections as required by Chapters 40E-3, 62-524, and 62-532, Florida Administrative Code. EES continues to enforce the Broward County Ordinance Article II ½ requirements for the installations of private wells. All water wells 12-inches in diameter or smaller including irrigation wells and monitoring wells, except AC drainage, air sparging or vapor extraction wells to be handled by FDEP, located in Broward County shall require a permit from BCHD prior to well construction, abandonment, repair, or modification. Wells larger than 12-inches in diameter shall continue to be permitted by the SFWMD.

A well construction permit will not be issued unless the required South Florida Water Management District water use permit has been obtained. All wells except those serving a single family home, a duplex, or a fire well and monitoring well, need a water use permit which gives the permittee the legal right to use water.
Each well shall be constructed or abandoned only by a licensed water well driller. This requirement will ensure that each well will be constructed or abandoned according to proper standards and requirements to protect the integrity of the well and the aquifer underneath. Please call the BCHD at the number listed below if you suspect that a well is being drilled without a permit or if you see a drilling rig/truck without the license number of the well driller.

For private and multi-family water system wells and irrigation wells, the upper terminus of the well casing shall project at least 12 inches above finished grade. All abandoned wells shall be plugged by filling them from bottom to top with neat cement grout or with bentonite grout from the bottom up to the height of the static water level and capped with neat cement grout.
